WHAT IS HORIZON EUROPE

Europe’s largest funding program for research & innovation

Horizon Europe is the European Commission’s flagship framework program for research and innovation spanning the 2021–2027 period. Backed by an overall budget of €95.5 billion - including a dedicated €53.5 billion allocation for Pillar II - it serves as the EU's primary funding instrument for cross-border collaborative research and technological development. The program focuses intensively on urgent global challenges, including climate change, green energy transitions, health, and industrial digitalization.

The Horizon Europe Framework is structured around three main pillars, complemented by horizontal initiatives aimed at widening participation and strengthening the European Research Area (ERA):

  • Pillar 1: Excellent Science
Focuses on fundamental research and supporting top-tier talent to reinforce the EU’s global scientific leadership.

  • Pillar 2: Global Challenges and European Industrial Competitiveness
Addresses major societal challenges and drives industrial competitiveness through large-scale, international collaborative projects. The high-ambition EU Missions are also anchored here.

  • Pillar 3: Innovative Europe
Aims to support breakthrough, market-creating innovations and accelerate the growth of small and medium-sized enterprises (SMEs).

The Six Thematic Clusters of Pillar II

Pillar II holds the largest share of the program's funding and is organized into six specific thematic clusters:

  • Cluster 1: Health

  • Cluster 2: Culture, Creativity, and Inclusive Society

  • Cluster 3: Civil Security for Society

  • Cluster 4: Digital, Industry, and Space

  • Cluster 5: Climate, Energy, and Mobility (NEODERU's core specialization)

  • Cluster 6: Food, Bioeconomy, Natural Resources, Agriculture, and Environment

These clusters target specific economic and societal milestones, serving as the main entry point for transnational, collaborative enterprise projects.

Basic Requirements for Collaborative Projects

For the vast majority of collaborative Horizon Europe calls, strict eligibility rules apply. The minimum consortium requirement is three independent legal entities established in three different eligible countries, including at least one EU Member State (subject to the specific conditions of the call).

Because most projects mandate an international consortium, constructing the right cross-border partnership is typically the first major operational hurdle. NEODERU Advisory navigates this complex framework, guiding clients toward the participation model best suited to their organizational goals.

Japan Formally Joins Horizon Europe

On July 30, 2026, Japan officially signed the Horizon Europe Association Agreement in Brussels. This historic milestone integrates one of the world's most advanced, high-tech research and innovation ecosystems into Europe's scientific network. Representing a population of roughly 123 million people, Japan stands as the most populous country to hold associated status under the framework.

The Global Network of Associated Countries

Japan's accession solidifies a robust global network within the EU Funding and Tenders Ecosystem:

  • Comprehensive Association: Albania, Armenia, Bosnia & Herzegovina, Egypt, Faroe Islands, Georgia, Iceland, Israel, Kosovo, Moldova, Montenegro, North Macedonia, Norway, Serbia, Switzerland, Tunisia, Türkiye, Ukraine, and the United Kingdom.

  • Strategic Pillar II Only Association: Canada, New Zealand, the Republic of Korea, and Japan.

While Japan’s formal association explicitly opens access to the €53.5 billion Pillar II framework, Japanese participants also retain standard third-country access to other critical open mechanisms, including Pillar I (Excellent Science), Pillar III (Innovative Europe), and the Marie Skłodowska-Curie Actions.

Strategic Alignment & Timeline

Japan’s entry into Horizon Europe provides immediate tailwinds for joint industrial ventures. Within the broader Pillar II framework, NEODERU Advisory maintains a core specialization in Cluster 5 (Climate, Energy & Mobility), perfectly mirroring the priorities of Japan’s multi-billion-dollar Green Transformation (GX) strategy.

Following the successful conclusion of bilateral negotiations in December 2025 and transitional arrangements active since January 2026, the formal July signing completes the permanent legal architecture.

What Changes for Cross-Border Consortia

The shift from "Third Country" status to "Fully Associated Country" fundamentally redefines the rules of engagement:

  • Equal-Footing Participation: Eligible Japanese organizations possess the authority to lead and coordinate project consortia, moving beyond limited partner restrictions.

  • Direct EU Funding Access: Entities apply for and receive financial allocations directly from the European Commission, eliminating previous bureaucratic requirements to secure parallel domestic budgets.

  • Strategic Governance Input: Japan secures an active voice in Horizon Europe’s program design panels and institutional governance structures.

  • Targeted High-Tech Collaborations: The streamlined framework accelerates joint initiatives across priority fields—notably advanced materials science, next-generation mobility, hydrogen supply chains, semiconductors, and technologies supporting absolute climate neutrality.

Bridging the Participation Gap

While formal legal association successfully dismantles structural funding blockages, immense practical barriers remain. Building dual-continent consortia, structuring balanced IP frameworks, and navigating complex EU reporting metrics require sophisticated cross-cultural alignment.

Eligibility alone does not guarantee a winning proposal. Success demands independent guidance capable of translating Brussels' policy-driven standards into terms that resonate with Japan's consensus-based corporate decision-making.

NEODERU Advisory bridges this exact execution gap - transforming a historic geopolitical milestone into functional, profitable green infrastructure.
